Michelle Breen

Michelle Breen is currently the Director and Chief of Paramedicine and Medical Transport (PMT) Program for Eastern Health (EH) in the province of Newfoundland and Labrador (NL). Eastern Health is the largest of four Regional Health Authorities (RHA’s) in the province and holds approximately fifty percent of the provincial population and two thirds of the province’s total call volume.
Michelle is an Advanced Care Paramedic, with twenty-eight years of experience in EMS. Her key responsibilities include hospital-based ground ambulance operations in both urban and rural settings, along with administrative responsibilities for contracts between the NL government, EH and twenty one private and community ambulance operators which provide service to rural communities within Eastern Health. In addition to ground ambulance, her program portfolio is responsible for the provision of two Air Ambulance Medical Flight Specialist (MFS) Teams who, using both fixed and rotary winged aircraft, provide emergency response and a mobile intensive care transfer environment to patients and facilities across NL. Her program also oversees EH’s Medical Communications Centre (MCC) which launched the province’s first Computer Aided Dispatch (CAD) system for both ground and air ambulance deployment. Finally, the administration of the Provincial Paramedic Registrar and the Provincial Medical Oversight and Quality Assurance Programs currently sit under her program’s responsibilities as well.
Michelle left NL in 1992 to begin her career as the first Emergency Medical Technician (EMT) graduating class from Holland College in PEI and started her career path in New Brunswick in 1993. She has since completed Intermediate and Advanced Care Levels of Paramedicine and has completed course work and gained certifications and diploma levels in Project Management through Crandall University NB, Senior Leadership through University New Brunswick and Dalhousie University, Adult Education with St. Francis Xavier and CTAS and general studies through Memorial University in NL. Michelle has progressively worked through the ranks in NB as an Education and Planning Supervisor with EMS for a RHA, a Community Ambulance Manager, and an Intermediate Paramedic Program Educator with the Canadian Red Cross. Then in 2007 under Medavie Health Services in NB, (formally NBEMS) she worked up the ranks as a District Operations Manager, Regional Manager, Senior Manager of Innovations and Projects Integration, Provincial Deputy Director and Senior Manager of Projects, before returning to NL in 2017 to join EH as Director of the PMT Program.
